Adult Learning and Education (ALE) Consultant

Dar Al Kalima University, in partnership with DVV International, is seeking an ALE consultant who will work on implementing a six-month project entitled “Strengthening Community-based Adult Education in Palestine" and completing the related tasks and responsibilities in the most professional and timely manner.

Background

Dar al-Kalma University (DAK) is a Palestinian university committed to educating the next generations of creative leaders through innovative and high-quality academic programs and lifelong learning opportunities, underpinned by a culture of entrepreneurship, research, and civic engagement. 

DVV International is the Institute for International Cooperation of the Deutscher Volkshochschul-Verband e.V. (DVV), the German Adult Education Association. DVV represents the interests of the approximately 850 adult education centres (Volkshochschulen) and their state associations, the largest further education providers in Germany.

The partnership between both entities was developed in 2015, aiming at strengthening adult education in Palestine. To do so, DAK and DVV International worked on developing and enhancing the capacities of selected adult education providers to deliver quality ALE services based on the needs of the targeted communities in Palestine. As part of continuing this mission, an ALE consultant will be contracted to take on the responsibility of executing multiple tasks that support the ALE goal set by both entities. 

Tasks and Responsibilities of the ALE Consultant

  • Promotion of networking among the municipal community centres for ALE and exploration of ways to bring the municipalities together to promote better support at the municipality’s level for the centres. This task includes the following activities:
  • Coordinate with managements of the community centres for youth and adult education to build and expand relations with the municipalities, including identifying key municipality staffs and council members and drafting messages regarding further enhancing support to the centres and their development and the importance of exchange with the other partner municipalities on these topics.
  • Establish communication with the key municipality staff/ council members and invite them to exchange activities.
  • Conduct visits/ meetings with the municipality representatives.
  • Lead and facilitate exchange events between the municipalities.
  • Analyse the results of the exchange events and build on them to develop next steps of the exchange.
  • Development of sustainability plans for the centres. This task includes the following activities:  
  • Support the process of selection of a strategic planning and business development expert and coordinate the process of his/ her work with the centres.
  • Coordinate with managements of the centres and connect them with the relevant expert to start the process of revising the strategic plans to cover the next 3 years.
  • Conduct networking meetings between the centres and possible supporting partners to promote the sustainability plans of the centres and enhance chances of new cooperations.  

 

  • Implementation of 5 community initiatives with participation of 50 volunteers (which involves implementation of the community participation Mujawarat approach with the volunteers). This task includes the following activities:
  • Invite the target group of DAK to the community initiatives programme and select 50 participants.
  • Support the process of selection of the Mujawarat Facilitator and coordinate with him/ her the process of training and preparation of the volunteers.
  • Support the implementation of the 5 initiatives.
  • Ensure full documentation of the financial procedures for the Mujawarat, the training and the initiatives.
  • Provide 5 reports of the initiatives.
  • Reporting and documentation - using the approved procedures and template of DAK and the donor, by the 5th of each month:
  • Provide signed participants lists of all activities of the previous month.
  • Provide a monthly plan of the intended activities.
  • Provide a detailed list of activities implemented in the previous month. 
  • Provide a signed timesheet of the consultant’s work during the previous month.
  • Provide the DAK finance department with financial supporting documents of the implemented activities.
  • Document the implemented activities by providing reports and pictures for each individual activity.
  • Provide a final report that is comprehensive and analytical of the project, using the approved template and annexes.

Qualifications

-           Minimum of a BA degree in a field relevant to adult learning and education.

-           Deep understanding and knowledge of adult education, community and youth work and civic engagement.

-           Practical experience in ALE work of at least 4 years.

-           Experience in program planning, networking, budgeting, reporting and executing.

-           Strong ability in networking and liaising with stakeholders including community leaders, members of municipality councils, staff of adult education and youth centers, etc.

-           Strong written and spoken Arabic and English skills.

-           Strong leadership, organizational and communication skills.

-           Knowledge of curriculum GlobALE is a plus.

Duration

This is a six-month consultation work. The project will start on May 1,2025 and end on October 31, 2025.

Contract Type

Consultant is expected to execute all tasks and deliver all outputs in a timely manner, with a minimum of 15 hours per week . Payment will be following receiving an invoice from the consultant, based on receiving an approval of the following deliverables:

First payment 30% of the value of the contract (expected by the 30th of June 2025):

  • Create a list of key municipality staffs and council members in coordination with the centres.
  • Finalise and send messages to the list above regarding further enhancing support to the centres and their development and the importance of exchange with the other partner municipalities on these topics.
  • Establish communication with the key municipality staff/ council members and invite them to exchange activities.
  • Conduct and finalise at least one exchange activity.
  • Finalise process of selection of a strategic planning and business development expert and deliver his/ her signed contract, ToRs, and action plan.
  • Coordinate with managements of the centres and connect them with the expert to start the process of revising the strategic plans to cover the next 3 years.
  • Finalize and confirm the list of participants in the DAK community initiatives programme.
  • Finalize the process of selection of the Mujawarat Facilitator and coordinate with him/ her the process of training and preparation of the volunteers.
  • Ensure full documentation of the financial procedures and narrative and administrative reporting of the activities above as described in the detailed tasks.

Second payment 40% of the value of the contract (expected by the 31st of August 2025):

  • Conduct the planned visits/ meetings with the municipality representatives.
  • Lead and facilitate a second exchange event between the municipalities.
  • Analyse the results of the first two exchange events and build on them to develop next steps of the exchange.
  • Coordinate and follow up with the strategic planning/ business development expert and provide a status update on the development of the sustainability plans and revision of the strategic plans.
  • At least two networking meetings between the centres and possible supporting partners to promote the sustainability plans of the centres and enhance chances of new cooperations have been conducted.
  • Coordinate and follow up with the Mujawarat Facilitator and provide a status update of the Mujawarat process (including training sessions, implementation of Mujawarat, selection of initiative themes, and starting work of the initiatives).
  • Finalise and report at least 3 of the initiatives.
  • Ensure full documentation of the financial procedures and narrative and administrative reporting of the activities above as described in the detailed tasks.

Third and Final payment 30% of the value of the contract (expected by the 15th of October 2025):

  • Conduct and finalise one last exchange between the municipalities.
  • Submit the fully completed sustainability plans and revised strategic plans of all the centres.
  • Conduct at least two more networking meetings between the centres and possible supporting partners to promote the sustainability plans of the centres and enhance chances of new cooperations have been conducted.
  • Report on the results of the networking meetings.
  • Finalise and report on the 5 initiatives of DAK participants.
  • Finalise all the remaining activities of the contract and submit the full financial, narrative and financial documentation as described in the detailed tasks.

Expression of Interest

Dar al-Kalima University and DVV International invites eligible qualified candidates to provide information indicating their qualifications, experience and appropriate skills to perform the tasks and responsibilities listed in this ad. A financial proposal is also requested. The total amount must be clear in both words and numbers.

DAK University and DVV International are not required to the lowest price.

All quotations should be made in ILS only and inclusive of VAT, income tax, and other related cost such as transportation, etc. Income tax will be deducted according to Palestinian Labor Law.
